  1. CALL TO ORDER, PLEDGE OF ALLEGIANCE AND DETERMINATION OF QUORUM
  2. PUBLIC COMMENT REGARDING AGENDIZED ITEMS:
    The president of the Board will allow any individual or group representative to address the Board on any subject covered by an item in the agenda at this time. Additional opportunities will be given for the public to comment on Non Agenda items. The Board of Directors reserves the right to limit the time allotted to each speaker and the number of times an individual is allowed to address the Board on a given subject. In accordance with the Brown Act, unless an item has been placed on the agenda there shall be no action taken.

  4. CONSENT ITEMS
    1. Approve Minutes from the September 1, 2026 and the August 4th, 2026 Board Meetings
    2. Mid-Month Bills for 8207 in the amount of $7,466.88 and 8217 for $1,744.56
    3. Payroll with Liabilities (Taxes) for 8207 $12,586.95 (JC incl) and 8217 $2,804.26
  5. FINANCE PAYMENT OF DISTRICT BILLS, INVOICES & ITEMS RE: FINANCES
    1. Authorize payment of new bills for fund 8207 for $7,305.89 and 8217 for $ 2,368.73
    2. Cash Balance 8207 (w/Coast Central) $ 21,101.80 + $57,977.67 = $ 79,079.47 8217 $
    3. Discussion & possible action on updating the capacity fee for Sewer connections without a water connection.
    4. Discussion & possible action on a new utility billing software cost of $6000 per year.
  6. DISTRICT GENERAL ITEMS
    1. Admin Report – Dorothy
    2. Discussion and possible action re: Approval of Employee Performance templates
    3. Review letter received from PACE Engineering
    4. Review and possible action regarding the “As Needed Engineering Contract” w/ PACE Engineering
    5. Set a date for a Planning meeting with current and incoming Board Members for early November
    6. Discussion and possible action regarding forming a standing 2 member committee to deal with employee issues that could report out to the full Board in closed sessions
    7. Discussion & possible action regarding the Dodge Red Truck being moved to surplus
    8. Review and possible action regarding quote for Well 6 from JJ Pumps

  8. FACILITIES
    1. Discussion & possible action on maintenance and repair items at LCSD, Community Park (bathrooms & snack shack) – The Gym – passcode change due to kids having code.
  9. PUBLIC COMMENT ON NON AGENDIZED ITEMS: The public is invited to address items not on the Agenda. The Board may (1) acknowledge receipt of the information; (2) refer to staff for further study; (3) refer the matter to the next meeting.
